Personal Data Gateway

Secure and controlled sharing of personal data with the individual's consent

In today's digital world, personal data is both a valuable asset and a potential vulnerability. While businesses and organisations rely on data to provide tailored services, individuals demand control over how their information is handled and shared. Personal Data Gateway (PDG) addresses both concerns by serving as a secure and transparent bridge between those, who provide data (data producers) and those who need it (data consumers). While data producers register their APIs with the help of PDG, data consumers request access to specific data sources. Individuals use PDG’s user-friendly interface to approve or deny access to their data. The entire process is fully transparent and traceable, ensuring both security and control for all parties involved. Currently, PDG facilitates data sharing solely from Arbetsförmedlingen (the Swedish Public Employment Service), but the solution is designed to be used by other agencies and organisations that require access to personal data.

Key Features and Benefits of Personal Data Gateway

Personal Data Gateway is a secure and flexible solution for sharing personal data between organisations or authorities and third parties, ensuring the individual’s explicit consent is obtained.

The technology enables:

  • Controlled Data Sharing: Individuals have full control over what types of data are shared and with whom;
  • High Security: Personal data is safeguarded throughout the entire sharing process;
  • Flexibility: The platform can be tailored to support various types of data sharing and collaborative efforts between authorities;
  • Openness: Individuals can always track which data has been shared, along with the details of when and with whom it was shared.

What problem does the product solve?

PDG enables secure and transparent sharing of personal data. By prioritizing the individual and promoting transparency and control, PDG creates new opportunities for data sharing while protecting the individual's privacy.

For whom is the product created?

PDG is designed to benefit all stakeholders, involved in the data-sharing ecosystem:

  • Individuals: You maintain control over your data shared through PDG, with the ability to modify or withdraw your consent at any time. You also receive a clear overview of how your data has been shared historically.

  • Data Consumers (companies and organizations): Access the data you need in a smooth and secure manner, with the individual’s explicit consent. This simplifies your processes and strengthens your brand by showcasing a responsible approach to data management.

  • Data Producers: Make your data available for various use cases without compromising security. You can be confident that individuals have provided their consent before data is shared. Additionally, digitizing the information release process enhances the efficiency of your operations.

Case: My Enrollment Status

"My Unemployment Enrollment Status” (in Swedish: “Min Inskrivningsstatus”) demonstrates how PDG is used to streamline and improve data-sharing processes. This service allows a third party, such as an insurance company, to quickly and securely verify an individual's enrollment status with Arbetsförmedlingen in order to process compensation from income insurance.

Previously, this process was manual and time-consuming, often dependent on paper-based certificates. PDG automates the workflow, saving time and resources for all parties involved. Moreover, PDG ensures that the individual has full control over their data, ensuring that only the necessary information is shared.

For individuals, "My Unemployment Enrollment Status" offers a much smoother and faster process for income insurance compensation. Rather than manually requesting and submitting certificates, the insurance company can now directly verify enrollment status, speeding up case processing. Additionally, PDG ensures data is handled securely, giving individuals full control over what information is shared and with whom.

"My Unemployment Enrollment Status" is an early version showcasing PDG's potential to streamline various processes in relation to Arbetsförmedlingen. Beyond verifying enrollment status, the service could be expanded to share other relevant data, such as educational background and work experience. This could facilitate job seekers' interactions with potential employers or other authorities. Moreover, access to information on submitted activity reports and job applications would offer a more complete view of the individual's job search efforts, which could be valuable for both Arbetsförmedlingen and other stakeholders in the labour market.

Technical Foundation and Openness

Personal Data Gateway is published as open-source and follows the REST API profile and API management building blocks defined by Digg (the Agency for Digital Government). This ensures that PDG is transparent, allowing anyone to review and contribute to its development. By utilizing open standards and providing open-source code, PDG simplifies integration with other systems, facilitating seamless information exchange between various stakeholders.
